President: Ken Flynn

Ken Flynn has led public/private partnerships and held key management, financial and technical review positions on both the regulatory and developer side of major economic development and real estate projects throughout his career. His experience includes working with all levels of government and private enterprise in leading collaborative efforts on projects involving mixed-use, redevelopment, retail, residential, hospitality, industrial and office development. While serving in senior management positions in both the private and public sectors and as a consultant, Ken has assembled and managed project teams consisting of real estate, planning, engineering, design, construction, legal, and financial professionals and excelled in negotiating agreements, fostering collaborative partnerships, and planning and adding value to projects by creating enhancements and securing entitlements and financial solutions to maximize highest and best use and ROI. His multifaceted experience in both the private and public sectors provides him with unique insight and skill at finding creative solutions to the challenges that accompany complex development and public improvement projects.

Throughout his private sector career, Ken has provided project management and development services while targeting, acquiring, developing, and marketing retail, residential, office, hospitality, industrial and mixed-use real estate projects. He has held the positions of Project Manager for a national retail development company; Land Manager for Site Acquisitions, Project Manager, and Director of Development for one of the largest homebuilders in the country; CEO and Development Director for a DFW Development Company; and Managing Partner and Project Manager for an 850,000 SF mixed-use downtown redevelopment project in Maryland. He has provided site selection/acquisition, pre-development, and project management services on several shopping centers, planned residential communities, and mixed use / town center / business park projects and has negotiated leases, acquisitions, and dispositions valued at over $500 million.  He has extensive experience negotiating all matters of real estate including leasing, access, entitlements, economic development subsidies, minerals, and easements.

 

Samples of Ken’s public sector experience include serving as Director of Planning and Development Services for Euless, Palestine, Bastrop, Jonestown, and Abilene and as City Administrator, Economic Development Director, Main Street Director, and Development Services Planner / Economic Development Liaison / Local Preservation Officer for the Cities of Jonestown, Bridgeport & Euless, Grapevine, and Arlington respectively.

Ken began his career preparing redevelopment proposals for downtown Lubbock, where he proposed the first use of Tax Increment Financing (TIF) in Texas.  He has more recently prepared the Project and Financing Plans and created the Downtown Fort Worth TIF District, a 30-year tax increment reinvestment zone (TIRZ) of $450 million in proposed development around Sundance Square with tax increment financing for $100 million of supporting public improvements. While subsequently serving as TIF Project Manager and Transportation Director for Downtown Fort Worth Inc., he implemented TIF Plan improvements, including locating and planning construction of the 766-space 3rd Street Garage and TIF District leasing for the shared use of more than 2,500 parking spaces to support downtown retail and entertainment uses. Ken has most recently been involved in town/infill residential development and shopping center projects that include national restaurant, retail, and hospitality chains.  Other recent projects have involved structuring public/private partnerships, including TIRZ creation, and negotiating and obtaining interstate highway access, commuter rail station designation, and multi-million dollar grant funding for several $100+ million town center/TODs for which he also provided project planning, budgeting and management; site and strategic planning; real estate assemblage; CIP management; and 3D modeling and visioning animations.

Ken has been a member of the following professional affiliations: TCMA, TEDC; APA, Urban Land Institute; International Council of Shopping Centers; Congress for New Urbanism; and International Parking Institute.

Financial Analyst: Peter Flynn

Peter Flynn has been active in the Austin and San Antonio real estate industry for over thirty years. The wealth of his experience lies in commercial financial analysis coupled with multi-family construction and operations. He began his career as a financial analyst, writing over a billion dollars in commercial real estate, closing over $200 million for pension funds and high net worth syndications. He is responsible for the development of $100+ million Class A multi-family projects from acquisition through stabilization. In addition, he oversaw $50 million+ in multi-family renovations. He holds a Bachelors Degree from The University of Texas at Austin and an MBA from Baylor University.
